Washington, D.C. | July 5 2023 | Neighborhood Access and Equity (NAE) Program (DOT-NAE-FY23-01) and Reconnecting Communities Pilot (RCP) Program (DOT-RCP-FY23-01) | The Department of Transportation is combining two major discretionary grant programs, the Reconnecting Communities Pilot (RCP) and Neighborhood Access and Equity (NAE) programs, into one Notice of Funding Opportunity (NOFO). Together, this combined program is known as the Reconnecting Communities and Neighborhoods (RCN) Program.
The purposes of the RCN Program are 1) to advance community-centered transportation
connection projects, with a priority for projects that benefit disadvantaged communities…that improve access to daily needs such as jobs, education, healthcare, food, nature, and recreation, and foster equitable development and restoration, and 2) to provide technical assistance to further these goals. The RCP Program provides technical assistance and grant funding for planning and capital construction to address infrastructure barriers, restore community connectivity, and improve people’s lives. The NAE Program provides technical assistance and grant funding to improve walkability, safety, and affordable transportation access through context-sensitive strategies for improving community connectivity; mitigating or remediating negative impacts on the human or natural environment; and assisting economically disadvantaged or underserved communities with planning and capacity building activities.
Eligible Applicants for the RCP program are the following: 1) A State or territory of the United States; 2) A unit of local government; 3) A political subdivision of a State; 4) A Tribal government; 5) A special purpose district or public authority with a transportation function; 6) A Metropolitan Planning Organization; or 7) A nonprofit organization or institution of higher education that has entered into a partnership with an eligible entity (#1-6 above) and is applying for a grant for planning and capacity building activities in disadvantaged or underserved communities.

Healthcare to receive $8 million grant | U.S. Representative Mike Bost announced on Tuesday, July 25, Southern Illinois Healthcare (SIH) will receive an $8.7 million grant. According to a release, the U.S. Department of Agriculture’s Rural Development program issued the grant to SIH, to build an in-patient medical psychiatric unit that expands access for local residents to mental health services. The hospital will work with the Egyptian Health Dept., the Southern Illinois University School of Medicine and the Southeastern Regional Planning and Development Commission to address the mental health needs of Hardin, White, Jackson, Pope, Gallatin and Saline Counties.

Chicago, Ill. | July 14 2023 | Biden making $20 billion available from ‘green bank’ for clean energy projects | The Biden administration is making available $20 billion from a federal “green bank” for clean energy projects such as residential heat pumps, electric vehicle charging stations and community cooling centers. Two programs, worth $14 billion and $6 billion, respectively, will offer competitive grants to states, tribes and nonprofits to invest in clean energy projects, with a focus on disadvantaged communities, the White House says. Chicago, Ill. | July 11 2023 | ComEd provides $450,000 grant to Community Investment Corporation for Chicago-area solar energy at affordable housing | The Community Investment Corporation (CIC) gained $450,000 last month through ComEd’s Climate-Friendly Nonprofit Grant program, giving it the means to help connect 80 unsubsidized, privately-owned affordable housing units in Chicago to new solar energy options. Chicago, Ill. | July 11 2023 | ComEd, Metropolitan Mayors Caucus Award Grants to 21 Communities to Advance EV Adoption, Public Safety Initiatives | To accelerate the adoption of electric vehicles (EVs) and other clean energy technologies and to support local public safety initiatives ComEd and the Metropolitan Mayors Caucus (MMC) today announced the 21 winners of the 2023 Powering Safe Communities grant program. The grants, totaling $169,500, will help support a variety of projects in communities across northern Illinois…The 2023 Powering Safe Communities awards mark the ninth year of the program, which has awarded 178 grants totaling $1.8 million to communities across northern Illinois since its launch in 2015. To support the growth of EVs, recent years have placed an increased focus on critical infrastructure like EV chargers; in fact, eight of the 21 grants awarded this year will support transportation electrification.
Taylorville, Ill. | July 11 2023 | Taylorville secures Illinois grant to boost Safe Passage program | Taylorville Police announced their receipt of a grant through the Illinois Criminal Justice Information Authority for the third year in a row. This year’s grant will go directly towards the Safe Passage program which helps residents who are struggling with addiction…Over the last three years, the ICJIA has granted Taylorville Police around $415,000.
Mattoon, Ill. | July 8 2023 | Lumpkin Family Foundation announces ’22 grant recipients, opens cycle for ’23 | The Lumpkin Family Foundation, whose mission is to support people working together to build healthy, sustainable communities in East Central Illinois and across the U.S., announced that its Land, Health, Community 2023 grant cycle will open on Friday, July 28, and will accept letters of inquiry until Friday, Sept. 1. This longstanding program supports people working toward a vision of holistically healthy communities and a resilient local food economy, according to a news release. This year, LHC has expanded its focus to fund efforts supporting mental wellness through individual and community engagement with the natural environment.
